I understand the fact that the network effects and cross pollination works when the walls are broken, and thats really how social capital can be harnessed. However, i was wondering if e-learninng systems used by universities (like your school) really allows participation from outsiders  that are not students (taking courses) or faculty.
I have been thinking about the fact that e-learning systems should have a clear objective for use before developing or purchasing them. I think most schools using e-learning systems either use it for distance-learning courses or as a supplement for campus activities. In that situation, the model ( that i discussed) becomes suitable. 
Please tell me what you feel, and i would like to know how social your school&#039;s e-learning application is? i mean does it really allow participation from outside of your university?

Lastly, i am developing an e-learning application based on my model. i would like you to evaluate it when i am done.

		<description>Thanks Tolin for the first well thought out paper on Web 2.0 from a Nigerian perspective that I have seen. I think the paper nicely covers the potential  and the model is interesting in expanding and integrating university services. I wonder however if the push to expand to non teaching and administrative units within the university is not too restricted a goal. The network effects and cross pollination only works when one gets outside of the university community and starts apply knowledge and generating learning from professional, community and other external focres. I realize that essential Net access may be restricted, but the real power of the net comes when access is afforded to all - including at least some subsets outside of the university community.
